Before any other framework, New York requires the basics: a business that applies pesticides commercially must hold NYSDEC pesticide business registration, and the people applying must be certified applicators (or trained technicians under certified supervision). This is the floor — and publishing those credentials is free credibility that most operators don't bother to surface. Neighbor Notification Law — in participating counties (Tompkins County participates), commercial lawn/ornamental applicators must give 48-hour prior written notice to neighbors of adjacent properties before certain outdoor applications, and post visual markers. State Sanitary Code, Part 14 (§14-1.160) — food-service establishments must be kept free of insects and rodents with effective, documented control. This governs restaurants and any food-service component of another business.
Child Safe Playing Fields Act — generally prohibits pesticide application on school and daycare grounds and playing fields, making IPM the standard for those facilities.
Warranty of Habitability (RPL §235-b) — makes landlords generally responsible for addressing infestations in residential rentals, driving documented treatment in rental and student housing.
